Once installed, there is not a global way to disable Visual Basic for Applications (VBA) in Office 2016. Unless you change the setting to allow all macros to run in each application's preferences, you will always be presented a dialog on opening a file that has macros. The dialog offers the option to Disable Macros do Do Not Open.

Let me be clear about one point. I looked very carefully for the type of option that has always been available in the past to choose which parts of Office to install and I was never given this option. I will go confirm the precise form of my purchase, and report back. It is possible that this option might still be available, e.g. For different version, but it was definitely not available to me. What this means is 'There is absolutely no way to install the version of Office that I paid for without exposing myself to unwanted risk from VB.' At that time you downloaded each app one by one and there wasn't an installer. I'd be afraid to remove my install now because I wouldn't know where to begin reinstalling it.
The 365 version is a subscription, and I haven't seen that installer. This month or next the traditional Office install non-subscription will become available.
In that version I would expect to find a customize option that lets you pick and choose which portions of Office to install. Just because I expect it doesn't mean Microsoft will deliver it. No one has seen that installer yet. There's probably a VBA component in the Office application packages, but I would personally not remove that component because updates would probably fail, or if they don't fail I would expect updates to restore VBA.
