Tethered Caching will allow a host Mac to cache requested iOS apps and install them through USB to all attached iOS devices. It works like a reverse tether for attached iOS devices. From what I can tell testing, it looks like all network traffic on the iOS devices is routed through the Mac over USB. Soon as an iOS device is attached, the wireless is disabled.

When an iOS device requests an app from Apple, the app is cached first to the Mac, then sent to the iOS device over the local USB network. The iOS device can still communicate with an MDM and the Internet. You can still use Apple Configurator 2 to communicate with the attached iOS devices too! The requirements are the host Mac is running 10.12.4, and the iOS devices are running 10.3. The host Mac is hardwired and wireless is disabled. The host Mac cannot have Caching Server running. If it is running you must disable it and throw Server in the Trash.

Tethered Caching solves the issue where your wireless network is crippled because so many iOS devices are downloading their app load. Start testing this feature and send your feedback to Apple! This is one of Apple's requirements in the man page.

This may or may not change. When I was digging into the configuration, it looks like both Caching Server and Tethered Caching use AssetCache, but the binaries used between the two are different. Looks like the Tethered Caching service, once activated, can't have access to write it's config files if Caching Server is turned on. You don't need to disable Caching Server in your environment if it's not running on the host Mac you're using for iOS provisioning.
